In 2019, the Peggy Frank Memorial Act was introduced, following the death of a 63-year-old female mail carrier in Woodland Hills. On the day this tragic incident took place, the temperature reached 117 degrees, making the lack of air conditioning in the woman’s truck a significant issue. It was determined that heart disease and obesity were likely two contributing factors to her death; however, hyperthermia – the body being above a normal temperature – was found to be the primary cause.

Congress, Rep. Tony Cardenas believes that if there had simply been air conditioning and other necessary resources in the woman’s truck, her death could have been prevented. Thus, he chose to reintroduce the Peggy Frank Memorial Act.

Cardenas explains: “We can’t bring her back, but we can do everything we can to protect the men and women who keep us connected by delivering letters, packages, prescriptions and so much more. It’s time to bring their vehicles to the 21st century by including climate controls that will protect them from extreme temperatures. We owe it to Peggy, her family, and all postal workers to make sure civil servants stay healthy and safe. It’s the bare minimum.”

The Peggy Frank Memorial Act passing into law would mean that every USPS vehicle would be required to have air conditioning. As of now, only around 30 percent of these vehicles contain air conditioning, so this would be a major, yet important task.
